Block Captain Janice Clem: A Beacon of Community Strength     

In the wake of personal loss, some people retreat—others rise, turning grief into purpose. Janice Clem did just that. After the passing of her husband in 2016, she reached beyond her own sorrow and extended a hand to her neighbors, building something truly remarkable: a community that thrives on connection, safety, and collective care.

What started as a small neighborhood group has grown into a movement. For years, Janice has led monthly meetings that bring together residents, local law enforcement, and city council members—ensuring every voice is heard and every concern addressed. But her leadership goes beyond conversations. She mobilizes her neighbors into action: partnering with Beautify Fresno for city clean-up efforts, fostering a “buddy check” system to look out for elders and those living alone, and making sure no one feels isolated.

Now, Janice is taking her vision even further. Her outreach is expanding to encompass an entire city block—over 500 homes strong. And she’s not stopping there. As a mentor, she is helping other neighbors start similar groups on their streets, fostering an ever-growing network of community engagement and support. Through it all, she invites everyone back to where it all began—her monthly meetings, a tradition that continues to unite and empower.
